for my 5 gallon pond filter (bucket)

okay im thinking of using my old filter as my prefilter and putting stuff in my bucket like bioballs, some foam, etc. i was wondering if i should use one big pump in my prefilter, one at the end pulling the water through, or 1 at the beginning and one at the end?

You just need one pumping the water through it. You dont want 2 on there pushing/pulling like that.

what would be better? pulling or pushing...

and also i want the water from the filter going up to a waterfall... so would it be better for the pump to come before or after the bucket?

Pushing.

I dont know exactly what you have, but I would put (Its pressurized bucket I am assuming) pump going to the filter, then going to the waterfall.
