Algae blooms

Are algae blooms dangerous for an out door pond? I remember hearing somewhere that algae blooms can deplete oxygen levels and choke out bodies of water is this true?

We get algae blooms in the river some years (assume this is the same roughly) and get fish dying off. I gather if the algae dies off, it can use up a lot of O2 as it decomposes.
