Quick answer not if you want it healthy and to live long

Short term (under 6 months, preferably under 4mths), a moor would be okay with no other fish but not beyond this. This assumes its a juvenile and not an adult. As I have only seen an actual adult moor (12+in) being sold in a lfs once in my life, I have to assume its a juvenile.

Maybe for awhile. Just see how big it grows. It technically may be fine.
