Yes I have a 10 gallon. I'm thinking three dozen might work and in one month only have a dozen reds to start on breeding..

OK I will wait until the pond is complete. These two dozen will be the only fish, can I cut back to %25 weekly water changes?

Good idea to wait until the pond is complete before considering goldfish! They typically do not start showing breeding interests until reaching sexual maturity (1-3yrs of age). Unless stunted, they will be easily 6-8+inches at this point. 1-3 inch commons/comets are just juveniles.
