180 gallon turtle set up, battling flies/larvae/worms. hellllpppp!

4 large turtles. 2 Mississippi Maps, 2 Kooters. Have had 4 years. Since huricanr somehow contaminated tank with worms from a crashed fish aquarium in hoses. Have gone the bleach the entire set up and spent hundreds on new filter material. Think I have been over feeding since day 1. Flies and larvaes are back. Residual bleach I believe preventing new filter media from cycling. Have used copper this time carefully. How many sticks should I be feeding the 4, and how often. How can I get rid of these plarasites once and for all. Please dont yell at me. Just help. Only have the turtles best interest in mind.
