If u r planning to get gobies n pistol shrimps or whatever livestock that like to dig, either use PVC to raise the rocks or push the rocks all the way till they touch te bottom.

For live sand, yea they probably won't be live anymore, I didn't even rinse them, but recommended.

Really u should plan on what fishes now, so u can plan on how u want to build your rocks. Then u won't need to redo your rocks or other thing later on.
