Adding Rock to Established Tank

I'm having a problem with my flow with the live rock I currently have in it, and I'm looking to take on the top shelf on the left and right and add in smaller ones off to the sides and nothing in the middle. The question is, is it safe to take out the live rock and add in other live rock? Or would dry rock be better?

Wouldn't do dry LR. Base rock or wet, cure LR would be ok.
 
I have a Red Sea max 250, can't move the powerheads. So If I add cured LR from my lfs I should be okay?
 
You can add cured but why not just add another power head more flow will always be better for your tank
