No I haven't, I was told to wait until the bloom had gone, but it hasn't. Would you recommend a part water change and if so what %.

I would def recommend change. Still stick on your schedule 10% water change every 2 weeks.

Doesn't make sense to me to wait till bloom is gone. If you don't change water you will never reduce silicates or phosphates which feed algae. I did changes from start of tank thru cycle and did them every 2 weeks or so.

Your water parameters look great. I guess you don't test for phosphates? I bet that is what feeding your algae. But in my opinion I say change water every 2 weeks no matter what. I never let anything stop me from doing a change. I think changing water is what keeps tank healthy. You can pull off and siphon out as much algae as you can during changes.
