Am I doing this in the right order?

I am getting a tank and stand, I cannot go out and buy everything right now so I am going to go slow.

I would like to get my tank and stand, set it up check it for good seal, then set it up inside.

Then get my water setup with the salt and power heads.

Then get my hob skimmer and lights.

Then get my ls/lr and get my cycle started.

Does this sound like a decent procedure? Or should I just wait until I have everything before I get water and salt in the tank?

I would add the LR and LS before the skimmer and lights. This will allow for your cycle to start. The skimmer is not needed for the cycle and the light needed at that point is minimal(just to keep the coralline etc. growing on the LR)
 
I would rinse the substrate first and also use RO/DI water to cut down on algae. As you learn more, you can introduce additives for your corals later. ...still a beginner myself.
