Am I ready to add fish yet?

55 gall tank
it's been up and running for 5 weeks with 5 damsels(lost 1 the 2nd day)
1 1\2 in argonite base (40 lbs)
35 lbs of tufa rock
4 lbs live rock (I'm adding it as I find peices I like)
emperor 400 filter
NO PROTEIN SKIMMER YET

I tested the water last night and amonnia is 0, Nitrite is 0, and nitrate is 40, and Ph is 8.4.

You already have fish.

You can safely add one fish a week as you monitor ammonia and nitrite. You may want to consider another 2" of sand and more rock to help lower nitrates.
