You can add base rock a little at a time, as budget allows. That'll be fine and shouldn't cause problems.

Could I add live rock and not base or would that cause a another cycle

Adding live rock to an already established tank can cause a mini cycle possible, this will be caused by the "die off"

I did it with no issues. I just always do my weekly water changes and test often. It's not like your adding 50 pounds of it.

You can add small amounts of LR to a cycled tank, just make sure it's entirely submerged in water in the bag to help prevent die-off and get in the tank ASAP. I would only do 1 piece of rock at a time, though, for LR, just in case there is die off.
