Bad Test Kit?

I've been worried the last few days that ammonia was way high (over 1.0 according to my test kit) but the in-tank ammonia indicator (a disc with a yellow-ish hue that is supposed to change colors) still indicates "Safe".

So, I tested some tap water. It came out between 0.5 and 1.0.

I'm pretty sure our tap water doesn't contain that much ammonia, maybe it does (we're in a fairly new housing area, pretty clean water), but it doesn't seem right.

Could this be a bad test kit? (Done with 5ml tank water, 8 drops of #1, 8 drops of #2). There is no expiration date on it.
 
Is this an Aquarium Pharmaceuticals test kit? The 0 and the 1.0 are so close, it's hard to tell them apart. If this is an AP kit, and the ammonia alert is showing safe and it's relatively new, your probably safe. You could take a sample to have you lfs test it. Or as much as I love the AP test kit, a second test kit may help to ease your mind to double check the readings.
