Hi, new to this site - so firstly hello to everyone !
I have got my self some dried out live rock and am asking
to see if there is a good way to ensure this rock comes back to life?
The majority of it is in my sump with some chaeto algae (also another quick question - this can be fully submersed?).

Your rock will come back to life.. repopulated with bacteria in time. You can also seed it with some fresh lr to give it diversity of higher animals like Saltwater worms and macro algae. Cheato can be totally submerged, but tend to get so thick that some of it will turn white do to lack of light.
 
I have a light above their chamber in the sump, not being too up on abbrevations what is fresh lr?

LR = live rock. Thincat is saying that you can buy a chunk of live rock and put it in the tank with all of your dried rock (commonly called base rock). The live rock will introduce more life to your tank and "seed" the rest of the rock. The "live" in live rock just refers to the fact that there are bacteria populating the rock.
