Converting my 40 to fowlr

So I would like to convert my 40 gallon freshwater tank into a fowlr, do I have to have a protien skimmer for it? I just don't know how needed it is in a fowlr. Also I'm planning on getting like 50lbs of mark rock and 10 lbs of live rock.

Stock list:
Angel one of thefollowing: Flame, lemon peel,Half black
Midas Blenny
Maroon clown maybe
Then not really sure about other things
75G SPS Bare Bottom Reef
4g Nano LPS Reef
40g Fowlr
