When my cycle finishes, should I do a 10 or 20% water change. Also, what is a safe nitrate level for my fish...

WC % depends on nitrate levels. If at the end of your cycle you have say 20ppm nitrate then it will take a 50% WC to lower them to 10ppm. I've seen plenty if tanks with 40-50ppm in a fish only tank but that still not good for your fish. I keep mine below 10ppm to reduce sick fish and stress levels. Plus the hight the nitrates the more algae blooms you'll get.
