Cycling

Hey guys I'm a new reefer. Finally have the money to do this. I have a college bio psychology degree and love the marine environment but I'm still learning about the hobby. I don't have enough money for all my equipment yet but I want to get my water aging so when I do have my money for lights and protein skimmer it will be ready for livestock. Is it true that I can cycle my saltwater tank without my lights and protein skimmer?

Thanks guys
