Diatom Outbreak?

I think that I might have a diatom outbreak. On my sand there is a small brownish covering and some on my base rocks I got about a week ago. I am enclosing pics too.

Please let me know if this is what it is. Also including pics of what I think is cyanobacteria. The cyaon is in the middle of the pic. I think the bloom might be to my new lights. I have had them on a cycle of 30 minutes more per 3 days til I get to where I want it. I have them on for about 8 hours a day now.

Way to get rid are increase flow, decrease phosphates and nutries that may be caused by excess feedings.

I have good flow and I am trying to get rid of extra nutrients. Is it true that activated carbon leaches phosphates into the water? I heard that nd I wanna know if it is true. Right now I have 3 inches of DSB in my display and about 5-6 inches of sand in my refugium along with grape caulerpa. I am using these to get rid of nutrients. How should I place my powerheads to get the most circulation. I have a 30 gallon with 2 via aqua 360's pointed straight at each other on opposite ends.

With two powerheads I'd put one in each top rear corner and face them toward the center of the front so the flow from each meets there.
