DIY refuge? With hob filter?

So I've heard in the past that you can make a refuge out of a hob filter. I have a aqua clear 70 on my 25 gallon saltwater tank now however I have octopus protien skimmer on the way that's rated for 100+ gallons so I was wondering if I could convert my job filter into a fuge for pods for my scooter Blenny. I'm not really sure what i would need to do to convert it or if it would even work. If someone could explain the function of a fuge and what I need to do in order to make it work properly I would greatly appreciate it. Thank you for you time and any information I am given.

I don't really know what needs to go into the fuge, should there be a deep sand bed with Cheto and some live rock in it?
