Is it neccesary to have lights during the first cycle of a new setup?

No, personally I don't recommend them either, if you have a reef tank, the high intensity lights and the increasing nutients could cause a nusciance algae problem befor the cycle is done.

I am confused I read on this site that during cycling you should used lighting but reduce the amount of time you have the lights on by about two hours

opinions vary, but I think most agree that you should go through the first stage or two of the cycle without lights, then as you approach the end of the cycle gradualy introduce the lights into the daily schedule. Starting at a few hours a day working up to a normal schedule.
