How long does it take to seed dry rock? How strong does the power heads need to be to support it?

It will depend on what you seed it with If you plan to Start a new cycle then it could take up to 6 weeks If you "seed" the base rock with a small piece of live rock it can be over in as little as 2 days. For flow a HOB filter will work all you need is some flow in the tank to move the water about You'll also need some source of ammonia to feed the bacti.
