Eagleeye polyp not openning help!

I had these polyps in my 35 gallon for 1 week and they never opened up completly. I have a dual 10000k fluo compact 65w 21" and dual actinic blue 65w 21" and also have a led band 10" with 2 blue and 2 white leds. A 740gallon per hour powerhead. Am i missing on something for this coral to be good?Click image for larger version
