Can you frag plant coral

You mean macroalgae? You just cut (or rip if it's chaeto) off a piece and it should be fine. Not really any special equipment needed for that.

No not plants... long tentacle plate coral

Plates can be fragged. You have to make a clean cut through the mouth but plates are on the more difficult side of corals for fragging.

Not quite sure but i think they have a high failure rate for fragging : /
