You guys make a good point, I just did some online browsing to see what it would cost and the 45 gallon would be significantly cheaper at $950 before tax and the 90 gallon would cost $1400 before tax.

Do I need a refugium or am I fine withe just a protein skimmer, filter and live rock?

You don't need a refugium. The live rock, skimmer and filter will be fine

The slim skims are pretty good. Are you looking for an in sump or a hob?

I guess a slim skim would do ok. The Reef Octopus BH100 Hang-on-the-Back Protein Skimmer. About $140 at BRS. It's recommended by the manufacturer for 75, but it's best on something less then 50.
