I'm not sure how high I should set my lights above the water level of my fish tank!! Any help would be good

How tall is your tank & what do you want to keep in it. I see at 600mm(~25 inches) above the PAR meter through saltwater the meter was reading 110-120 PAR.

The tanks 400mm deep I am going to keep corals but probably only soft corals, for the foreseeable future any way
