hydrometers have different reading

Hi I bought anthor hydrometer yesterday and tested my water it reads 1.027 my other one reads 1.025 I was told what ever one is closer to 1.000 in freshwater is right is this true? If not how do I tell?
 
There not exact. I assume you know to make sure there are no air bubbles on the swing arm, that would throw it off if you don't look close.

Yes I tap it severly times but it's still reading the same
 
Everyone here pretty much recommends using a refractometer instead of hydrometers for that reliably reason. I just haven't made the switch yet myself
