Is it time?

I've had my tank for 1 month and the cycle is just about over I think is it time to add some fish in there? I have 3 shrimp 2 snails and a hermit crab already and my parameter are
pH:8.0
Ammonia: .25ish
Nitrite: 0
Nitrate: 20ish
Can I add some fish now?

No. Your tank isn't cycled if you still have Ammonia.

Your BB wasn't built up enough so they inverts poop is creating ammonia

Well, I'd return any stock. Stick an ammonia cycle (Pure Ammonia, Table Shrimp). Make sure ammonia gets to 4ppm, and let it cycle.

what test kit are you using? you cant produce nitrate without nitrite do you have anything else in the tank besides inverts and how did you cycle it originally?

I'm using API saltwater test kit and no I just have 2 snails 1 hermit crab and 3 shrimp

That's your issue. It didn't create enough ammonia to be able to process the poop.
You need to use a Table Shrimp.

So like a cocktail shrimp? Just drop it in?

Yes, the ammonia will get much to high for live stock. Ask you LFS to hold them for you.
