Is this algae?

If this is algae, Why does it occur and how do I correct it. I have been running my T5 lights for about a week now. I assume this is related but do not know if I should quit running the lights?
Also is there a point in running the lights because I only have LR LS and fish at the moment?

One other question; I have 2 fish (a damsel and one other (dont know the name). About how many flakes should I feed them per feeding. It seems the damsel will eat whatever I put in there.

those are diatoms which occur with all new tanks they burn themselves out and you dont seem them anymore rather quickly
 
I don't have any hermit crabs or snails or anything yet, would that be helpful? Or just let them die out on their own?
 
they usually burn off after a few weeks once the silicates in your tank water are used up
