Is this any good

I came across this on ebay. I am in the market for a proteint skimmer and a refugium. Would this be a good alternative. I was originally thinking to get an overflow and sump below but after hearing the cautions about the flooding and draining of the tank I changed my mind. Any Thoughts? Thanks

Picture just doesn't look that efficient in my opinion...

I'd go with a sump/fuge/skimmer combo in a larger tank if it were me.
