Hello I was wondering how I could tell if my actinic lights need replaced I bought a outer orbit from Craigslist it has two 150w halides and two 130w dual actinic the guy told me he had just replaced the bulbs like three months ago but how can I be sure or can't I. Thank you

You can't really. You can either go with what he told you, or just replace them now and keep track from here on in.
