So I got a hydrometer and 10lbs of live rock today and the hydro Meter says that I need to let salty water sit in it for 24 hours to let the needle season is it still ok

How long has the water been in the tank? Also what is the temp?
 
You will be fine to put the rock in. The reading from the hydrometer will be accurate as long as it is calibrated.

Now all you have to do is cycle the tank (with raw shrimp) and you will be ready to go.
