Is it normal for a Mandarin to hide and never come out. He is new to the tank so maybe he is just sulking
 
New fish can hide until they feel more comfortable in the new system, but they are also very difficult fish to care for as their diet is solely pods. It takes a massive amount of a breeding population to keep one alive. Many will think they do well with them, but it takes them awhile to starve to death. It has been estimated that they will eat a pod every couple of seconds.
