Sure can. 
i had a 4g pico tank that was full of corals. They ended up getting to big for the tank so I ended up moving them to a 20g.
Just keep in mind with that tiny amount of water anything amiss with your water parameters and it can crash in a heartbeat. On the plus side water changes are super easy.
