Need some help, I think I'm almost there.

Hello everyone, I'm new here on the site and relatively new to the hobby. I started cycling a while ago (3 months?) and I'm close to finishing up with cycling. Ammonia has been at 0ppm for a bit, nitrites at 0ppm, but nitrates at 80ppm and has been such for probably a week after a water change last week (was at 200+ppm). I'm planning on changing 25-50% tomorrow, I'm hoping that'll be enough to bring it down enough to stock soon. (also, what is a good level to begin stocking?)
 
If i'm not mistaken, wouldn't it be better to allow the live rock to consume the nitrate to spur the growth of more BB?
 
The rock will not convert nitrates. The bb will consume the ammonia and nitrites. :)

Nitrates are most easily taken out via water changes.
