Can you set up a qt tank without cycling if you do frequent water changes?

So I can order fish I want now without bio wheel running on dt for 3 weeks, if I do daily 10 percent water changes?

Did not realize how much shipping was, probably just wait anyway la has a small hawian naso tang in the divers den, but shipping would cost almost as much as the fish!

Will algae build up in your overflows hurt anything?
