Yes. Just above the water line, but low enough to not splash outside the sump.

Wouldn't that make noise?
Will getting this refugium going lower my nitrates?
My nitrates were between 20-40 and I did a 10 gallon water change today and their now at 20 ppm...will the chaeto help lower the nitrates and keep them away?

It makes a little noise, but not much more than the gurgling of the pipe straight into the water.
The holes allow for the back pressure of the sump water to escape.
The Chaeto will remove some nitrates from the water. You just have to make sure it doesn't die off, as this will return the nitrates back into the water.

An what would kill the chaeto? No light?

No light would do it, but overall Chaeto is pretty tough. When using other macro-algeas, you have to be a little more careful, like Caulerpa.

How can I tell what the stuff at my lfs is?
They have it labeled macro-algae

Cheato looks like spaghetti. I've heard of it called spaghetti algae before if that helps at all.

Okay the stuff at my lfs is definitely chaeto, I get all my birthday presents Monday so hopefully I'll get some gift cards! I'm ready to add some livestock but I've gotta get these nitrates down and keep them down!

I want to get the water level higher in my sump..how could I go about that?
It's not a top-off and it's not a water change just make the water level higher about 6-7 inches
Would I add saltwater or freshwater?
