You don't need live sand just get regular sand. And 1-1.5 pounds per gallon. You can get like 2-3 pounds of live rock and the rest base to save $$$.

Thats what it is 13$ for a pound of live and 3.99$ a pound of base rock

I normally get my live rock from other reef people that are selling extra. Check Craig's list for people selling saltwater stuff. A lot of times they will have live rock too. I have been paying $2.00 a pound for fully cured live rock which is cheaper than base rock at the lfs.
