Nitrites, How much is too much for adding LR

My 40 gal tank is cycling, ammonia spike has come and gone and I want to add LR. I've been told that it shouldn't be a problem as long as the nitrites aren't "too high". Any rule of thunb on "too high?" There are no fish in the system. I'm looking to add a 2-4 lbs (cured) at a time each week or so until I have all I want. I know I may get another spike but am willing to wait it out before adding fish. Any help would be, well... helpful. Thanks
 
You can add LR at any time, it will actually accelerate the cycle. Personally, I would try to add more than 4-6 lbs per week, maybe instead of shooting for a weight, look at one or two med sized pieces per week. Smaller rocks trap detritus and cause algae issues, you will have better flow through med-large rocks which will alleviate some of the settling, it's also easier to build your aquascaping, IMO.
