I don't think the location of the live rock matters but I think it would help if it's actually touching the base rock. I personally would mix it in amongst the dry rock which IMO would help seed it faster.

I usually hide my live rock under and behind my base rock, my base rock is usually alot prettier and porous than the live I have. lol

I have a mix of many different saltwater fish amongst my tanks, but I love my Tangs most of all.

All of my base looked like live pretty fast after a few months and I had a lot of my pieces on the left side, not much in the middle or right. I can't wait to see this thing when it's clear!

Haha thanks bud! How long do you think it will take to transfer??? We only have 2 hours today...

It would really really help us if someone wrote out the list in which we should do everything

I think you should wait until you have more time so you aren't as rushed. If your rushed, it won't be as stable.

Not really. U said you were adding the filter media from the smaller tank? Just cut a piece off and let the bigger tank seed for a while. You can't reuse the other sand until you clean it anyways (I prefer not to use used sand anyways because off all the toxins in it). If you are worried about the fish being stressed because the rock work is out you could always cut up heavy PVC to allow for hiding spaces. Take your time or you could lose everything because of rushing it. Seeded media won't instantly cycle a tank. You should still let it cycle before bringing livestock over.

How do we get rid of all this silt? When will the cloudiness go away?

Let the tank cycle with some of the media from the little tank. Use ammonia to boost the cycle then slowly add things over

You can get rid of all the sand foam with your net and just wrap some filter floss around the return in the tank (without killing flow to the tank) and maybe lay some floss below the drain pipes as well and it should clear up sooner
