What’s the best protein skimmer for a 30 gallon clownfish only tank?

You really don't need one. You could look into hob models if you insist, the in tank ones are ugly and out of tanks ones can be loud.

Honestly hob skimmers suck. I had one on a 20 and it was miserable. Never pulled much and if it ever overflowed it was a mess...

Just stick to weekly wcs and not overstocking.

If all your doing in a 30 is a pair of clowns then you definitely don't need a skimmer. Weekly wcs will be perfectly fine

Live sand - I used oceanic
Dry rock - Any
Wave maker - Hydor
Aquarium test kit - saltwater basic API
refractometer any
Stand Alone Titanium Heater - heater with adjustable thermostat
Frozen food - Hikari or San Fransisco

You should run a HOB over a canister IMO.No matter which you choose they need frequent cleaning as nitrates are not tolerated to same degree in salt.
Maybe a second 'wave maker' also.

What are you planning for Lighting / Corals if any?

No corals. And I was gonna order a light from amazon. What would you recommend
