Protein Skimmer Set up

I have recently purchased a Turboflotor 1000 multi protein skimmer, but it doesn't seem to be producing any foam. Anyone have any suggestions?

It is set up outside of the sump (free standing) with the skimmer pump placed inside the sump and the return empties back into the sump. The pump is producing the bubbles being fed into the skimmer chamber. It has been running for 48 hours with no foam. I have it adjusted so that the water level is even with the wide opening at the bottom of the collection cup.

I have a 90 gallon corner tank with a wet/dry filter. The tank has been established for 5 months. Currently there is 1 small clown fish, 3 shrimps, snails and hermit crabs along with about 60+ lbs LR. As far as adjusting the skimmer, the only thing I did was adjust the water level inside the skimmer. The level is even with the wide opening at the bottom of the collection cup.

That is a very small bioload. Maybe someone else can come up with an idea.
