Protein skimmer trouble

I recently picked up a turboflotor blue 1000 skimmer used for my sump. I installed it and the motor kicked on but I was getting no bubbles at all. I shortened the inlet tube from the air hose and shortened the hose between the pump and skimmer. Now I'm getting lots of micro bubbles but there's none accumulating in the cone at all. It's staying at a constant water level. I've tries adjusting the outlet and the water level just rises and falls no foam at all. I'm not sure what else to do.

I have a CPR HOB skimmer and it took a few days for the micro bubbles to go away and some fine tuning to get the foam to start

I've had it running probably 3 days now and still no sign of any skimming I added some more sand in my tank earlier today and it stirred up alot of stuff and nothing has been skimmed I had to hook up my canister filter to start cleaning the water
