Protein Skinner ?

I recently bought a used Octopus Protein Skimmer from the owner of my LFS. With that said how do I get bubbles up to the point where they will start falling into the cup? I recently figured out if you adjust the water return tube, the bubble will rise and lower...but not to the point they fall into the cup. I don't have any fish in the tank yet, due to the tank still cycling, is this my problem?

Didn't come with instructions, and I know it was working cause I saw it in action. Tried finding stuff online...with nothing

Any help will be appreciated.

It won't skim anything until you have fish but now is a great time to adjust it do it's ready for the fish!
