Quarantine Tank Question

I was going to use a 20g quarantine tank for my 65g.

My question is how to you keep it cycled once you've moved the new fish into the main tank.

Is it true to just keep the qt tank bare with no filter media, barely any substrate?

Most don't keep their QT tank setup all the time unless you have a dedicated place for it and even then maintaining bacteria is too time consuming IMO.

Using cycled media from your main and setting it up as needed is easiest IME. Keeping the tank bare with the exception of PVC elbows makes for very easy cleanup and substrate will only absorb medications and is not useful.
