Questions about the cycle?

I have been testing my tank for about a month now and my cycling seems to be going really slow. The ammonia is still high, while the nitrites are rising. I have barely any nitrates. I, however, have noticed that the algae that is growing in my tanks is a brownish color. One of the guys at my lfs told me that when the algae turns a brown color that is an indication that my cycle is almost complete. I would like to get some of the clean up crew in there to get rid of the nasty looking algae but I dont want to put my other fish in danger if the cycle is not done yet. Can someone please help me.
 
If you still have high levels of amonia and/or nitrite then your cycle is not complete. IMO adding any fish/inverts at this point would not be a good idea. I know the algae is not very attractive but it will burn itself out eventually.
