Because it is a garbage test kit. You won't get an accurate reading off of an API test kit for important parameters like phosphate or calcium.
If you suspect phosphates, do a large waterchange with ro
water so no additional phosphates are going into the system in this way. Then cut back on feeding, say 3 times a week minimally.
You may also want to look into your filtration. Protein skimmers are quite effective at removing issues from the water column before they turn into nitrates/phosphates.
That is a start at things for the time being so it doesn't turn into a 'throw money at the issue' situation.
