I want to remove my ugf in my 30 gal fo. It used to be a fowler, but due to a bad addition, it got pecked clean. I assume that when I do this, I am going to create a mini cycle. How much water is safe to change wo hurting the system?

You can change all the water and if it is well aerated, aged and matched for temp, SG and ph it won't harm the system. That is kind of drastic though, I wouldn't do more than 50%, and maybe do that 3 or 4 days in a row, if necessary, make sure it is well aerated, aged and matched for temp, SG and ph.
