Setting up a new 36 gallon FOWLR tank. Should I run my skimmer while it cycles??? Also, for lighting, using a 30" T5 fixture with two 31 watt bulbs. Should I keep the lights off to minimize algae (diatom) growth??? Finally, would I be able to keep corals such as mushrooms and other soft corals with that lighting?

You will be limiting your cycle by removing all the proteins that feed the cycle. I would leave the skimmer off. You could do some mushrooms and low light corals but would need at least twice that amount for other corals. You will also need to watch what fish you add as not all fish get along with corals.

I would NOT run the skimmer during the cycle. I want the cycle to be large and take it's time to complete, but that's just me,
