Salinity

I am curious to know why it is that the general ideal salinity is .21-.25 while the open ocean average is .34-.36

I think you are comparing two different things.The specific gravity of the ocean runs from 1.022 to 1.030 with the average being 1.026.
Most reefers keep specific gravity at 1.025 from my experience.
