Salinity confusion

Ok, so im running my 1st cycle. One coral store (1st store) sells me water a week ago. All toxs r fine now. Go to another (2nd store) for coral ques. They test my water. Also ok, but salinity too low. They say I need 2.4. I do a 50% water change 2 days ago. Now, salinity at 1.4 (at 2nd store). I go back to 1st store. They test, say I'm fine at .25. I can safely add fish. WHO IS RIGHT? I am totally funcused.
