Sand and diatoms

I've decided I want a little more sand in the bottom of my tank which is cycling. It looks like there is what I'm thinking is diatoms forming on the sand. Can I put new sand on top of the diatoms or is that asking for trouble?

I don't see a problem with it. Your cycle may take a bit longer, but other than that, I don't see any problems.
